Bi-CAP is governed by an eighteen member Board of Directors:  Six County Commissioners or their representatives, Six low-income individuals, and Six major interest individuals.  The Board meets bi-monthly to adopt the overall policies of the agency, review grant applications and reports, establish agency goals and priorities and monitor and evaluate agency operations.
