Beltrami County Housing Locator Program

The Housing Locator program works with Serious Persistent Mentally Ill individuals who are referred by their Beltrami County case worker (Social Worker). The Housing Locator works closely with these clients to secure housing. The Housing Locator will literally go with the client to check out units and landlords. Bi-CAP does not provide any financial assistance through this program but support in finding and keeping housing. Funds from Beltrami County.

Department of Human Services Homeless Supportive Services

Bi-CAP is one of nine partners (six counties and three reservations) in the DHS Project. Through this grant, service dollars are available for people who are long-term homeless. Services include case management plus direct financial assistance. Financial assistance does not include housing dollars (paying rent etc.) To qualify, long-term homeless individuals must have had a year of homelessness or have had four episodes of homelessness in three years. Available in both counties. Funded by State Department of Human Services.

Family Homeless Prevention and Assistance Program (FHPAP)

The Family Homeless Prevention and Assistance Program (FHPAP) is a program designed to provide direct service assistance and intensive case management/supportive counseling to prevent homelessness and to move homeless families into stable housing. Available in both counties.

Emergency Food and Shelter Program (FEMA)

FEMA is available in both Cass and Beltrami Counties. A local board for each county, consisting of representatives from various organizations, determines how funds will be distributed. Bi-CAP's FEMA funds are used primarily for first month's rent and eviction prevention. However, funds can also be used for mortgage foreclosure and utility assistance. FEMA funds are also distributed to area food shelves, soup kitchen and shelters, and the Family Safety Network in Cass County.

Foreclosure Prevention Assistance Program (FPAP)

In both counties, Bi-CAP provides loans to assist with mortgage foreclosure prevention. The goal of the program is to stabilize households and prevent homelessness. Funds provided by MHFA.

Housing Urban Developtment (HUD) Transitional Housing

This program is available only in Cass County for homeless families and individuals. Clients find affordable units on the open market and pay approximately 30% of their income towards rent. Services include case management for up to 24 months supporting the household to develop a permanent housing plan.

Long Term Homeless Vouchers

The Long Term Homeless Vouchers compliment the DHS Grant. These vouchers (80) provide a rental subsidy for long-term homeless people. There is no dollar amount limit on a person’s subsidy. Available in both counties. Funded by MHFA.

National Foreclosure Mitigation Counseling Program (NFMC)

This is a new project responding to the foreclosure crisis. Trained counselors work with households and the mortgage holder to develop a loss mitigation plan to prevent foreclosure. Available in both counties. Funded by MHFA.

Permanent Supportive Housing (PSH)

Permanent Supportive Housing serves homeless folks with a documented mental health disability. Through this program, they receive a housing subsidy and support services including case management. Beltrami County only. Funds provided by HUD.

Rental Assistance Program (RAP)

RAP is a rental assistance program funded by MHFA. Bi-CAP administers the subsidy program for 30 families in the Beltrami County area. Participating families receive a subsidy of up to $300 each month to help make housing affordable. Families can receive a subsidy for up to 60 months.

Transitional Housing

Bi-CAP manages 16 scattered-site transitional housing units throughout Beltrami and Cass Counties. This housing is interim shelter between homelessness and permanent housing. Tenancy is 24 months maximum. Homeless families with children are the priority for Bi-CAP transitional housing. Using home visits, the counselor and family work together to overcome barriers, develop skills, and create a permanent housing plan.
