Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Supportive Housing Specialist in Walker, MN.
The Supportive Housing Specialist is responsible to assist eligible clients with obtaining and maintaining adequate housing by providing supportive services in which needs are identified and services are designated to meet those needs. This position will do the following:

  • Manage services related to accessing and obtaining housing.
  • Orient clients to housing programs and referral options, support services, and housing options.
  • Serve as a liaison between landlord, tenant, service providers and the community related to housing needs.
  • Complete and submit required reports.
  • Assist with grant writing and grant proposal submission.
  • Provide individualized supportive housing services for clients.
  • Communicate courteously and professionally and maintain working relationships with others in carrying out job functions.
  • Attend and represent the program and agency in a responsible, professional manner at all meetings.

Requirements: The position requires an Associate’s degree in Social Work, Psychology, or closely related Human Service field.  A Bachelor’s degree and prior experience in a human service organization is preferred. A valid driver’s license or other evidence of mobility is required. Must have strong commitment to BI-CAP’s values of collaboration, innovation and compassion as well as a respect for diversity.  Familiarity with housing activities, computer knowledge, record keeping and/or client intake is preferred. Applicants must be able to pass a DHS background study.

Supportive Housing Specialist job description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking an Energy Assistance Specialist in Bemidji, MN.
The Energy Assistance Specialist is responsible for determining eligibility of clients based on guidelines for the Energy Assistance Program (EAP).  Some state and federal funding is administered. Duties include: assisting client with the energy assistance application process; providing outreach services to publicize energy assistance plan to the community; working with vendors in administering the program; providing crisis intervention services; and communicating courteously and professionally.
Requirements: High School Diploma or GED; and two years of related experience, or equivalent. Position includes on-the-job specialized training that can be obtained in one year or less. A social services background is preferred, but not required.  Candidates must meet the requirements of the Department of Human Services background study. Full-time, 40 hours a week, 5-month seasonal. $14.68/hr, unbenefited. Eligible to earn paid time off and Holiday Pay.
Energy Assistance Specialist Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Family Coach for its Cass County Early Head Start program in Backus, MN.
The Family Coach is responsible for the effective operation of the Head Start home base program to promote and enhance the School Readiness of children and families in conformance with Head Start regulations.
The Family Coach will conduct weekly home visits with families and plan and conduct regularly-scheduled group socializations.
Essential duties include: implementing Home Visit practices; engaging in responsive positive relationships with families; participating in Family and Community Development activities; and maintaining records in accordance with Head Start Performance Standards. The position includes actively engaging in recruitment and maintaining a full enrollment and wait list.
Requirements: Applicants must have a minimum of a home-based CDA credential or comparable credential, or equivalent coursework as part of an associate’s or bachelor’s degree. Applicant must have a valid driver’s license and auto insurance.  Must have transportation available to attend meetings and home visits as appropriate.

Family Coach Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Program Accountant in Bemidji, MN.
This position completes Fiscal department’s support functions such as providing services and information to Agency programs, funding sources, and auditors. Assists in meeting with Program Managers and other staff regularly regarding budget development, monitoring and administration. Assists in preparing new chart of accounts for grants/contracts as needed. Assists in calculating and submitting cash requests for grants. Assists in overseeing procedures for the proper timing of expenditures, and assists in and/or completes various General Ledger/journal entry processes. Assists in and/or oversees month end processes, including Cost Allocation. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
Requirements: Bachelor’s Degree in Accounting is required and prefer two or more years of related work experience.  Experience with grant reporting preferred. Program Accountant Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Classroom Coordinator serving Cass County, in Backus, MN.
The Primary role of the Classroom Coordinator is direct supervision, coordination and support of classroom staff to further children’s development toward their school readiness goals. The Classroom Coordinator will monitor and provide assistance to teachers in the implementation and adaptation of curricula for the group and individual needs of children in each Head Start Classroom.
Requirements: Baccalaureate or Advanced Degree in Early Childhood Education or a Baccalaureate or Advanced Degree and equivalent coursework in Early Childhood Education with Early Education teaching experience. Prior supervisory experience is preferred.

Classroom Coordinator Job Description

Bi-County Community Action Programs, Inc. (Bl-CAP) is seeking Kitchen Substitutes for its Head Start locations in Bemidji, Blackduck and Backus, MN.

Kitchen Substitutes assist with food preparation and cleaning of dishes and kitchen facility in absence of regular kitchen staff. Will follow general instructions from the Head Cook.
Requirements: Must be at least 18 years old and have a high school diploma or GED. Prior experience with food preparation in a commercial setting is preferred, but not required.
