Bi-County Community Action Programs, Inc. (BI-CAP) is seeking Head Start Substitute Classroom Staff for the following locations:  Blackduck, Bemidji, Walker, Backus and Pine River.

The Substitute Classroom Staff is responsible for supporting Teachers in the effective operation of the Head Start classroom to promote and enhance the School Readiness of children and families in compliance with Head Start and MN Rule 3 regulations.
Requirements: Incumbent must be at least 18 years old. The job requires reading, communication, math and problem solving skills equivalent to High School Diploma or GED. Experience in Early Childhood preferred.  Must have a strong commitment to BI-CAP’s values of collaboration, innovation and compassion as well as a respect for diversity. Applicants must pass a DHS Background Study and must meet DHS & MN Rule 3 training requirements.
Temporary, as needed.  $16.00 per hour. Unbenefited.

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Supportive Housing Specialist at BI-CAP Agency office in Bemidji and Walker, MN.
This position is responsible to assist eligible clients with obtaining and maintaining adequate housing by providing supportive services in which needs are identified and services are designated to meet those needs. Manage services related to accessing and obtaining housing. Orient clients to housing programs and referral options, support services, and housing options. Serve as a liaison between landlord, tenant, service providers and the community related to housing needs. Complete and submit required reports. Assist with grant writing and grant proposal submission. Provide individualized supportive housing services for clients. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions. Attends and represents the program and agency in a responsible, professional manner at all meetings. Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.
Requirements: The position requires an Associate’s degree in Social Work, Psychology, or closely related Human Service field.  A Bachelor’s degree and prior experience in a human service organization is preferred. A valid driver’s license or other evidence of mobility is required. Familiarity with housing activities, computer knowledge, record keeping and/or client intake. Requirements: Teacher requires minimum of a Child Development Associate Certificate (CDA); or a 2 or 4 year degree in Early Childhood Education; or a degree in a field related to early childhood education and coursework equivalent to a major relating to early childhood education, with experience teaching preschool-age children. The Accounting Technician II assists in a variety of accounting functions, including maintenance of documents, recording fiscal transactions and data entry.
Duties include checking and verifying accounting records; reviewing and preparing invoices and vouchers; and reconciling statements.
Requirements: specialized training beyond high school that can be obtained in 1 year or less and/or 1 to 2 years of related work experience. An intermediate level of computer skill is involved, usually involving use of accounting software and spreadsheets.

Accounting Tech II Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Part-Time Office Support Specialist for its office location in Bemidji, MN.
Office Support Specialist performs administrative/clerical/office activities to assist agency management in administering programs and services offered to the community.   Incumbents interact with the general public by providing information and assistance as it relates to the department’s activities/services, and rules/regulations. The position requires knowledge of agency policies, procedures and activities.  At this level, incumbents are expected to be familiar with most agency activities and are able answer questions requiring greater knowledge and requiring more detailed explanations.
Requirements: Minimum job requirements are reading, communication, math and problem-solving skills equivalent to a High School Diploma or GED, and three years of related experience in a job involving office-related skills. Must have strong Microsoft Office skills, including Word, Excel and PowerPoint. Office Support Specialist Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Family Coach for its Early Head Start program in Bemidji, MN.
The Family Coach is responsible for the effective operation of the Head Start home base program to promote and enhance the School Readiness of children and families in conformance with Head Start regulations.
The Family Coach will conduct weekly home visits with families and plan and conduct regularly-scheduled group socializations.
Essential duties include: implementing Home Visit practices; engaging in responsive positive relationships with families; participating in Family and Community Development activities; and maintaining records in accordance with Head Start Performance Standards. The position includes actively engaging in recruitment and maintaining a full enrollment and wait list.
Requirements: Applicants must have a minimum of a home-based CDA credential or comparable credential, or equivalent coursework as part of an associate’s or bachelor’s degree. Applicant must have a valid driver’s license and auto insurance.  Must have transportation available to attend meetings and home visits as appropriate.

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Human Resource Clerk in Bemidji, MN.
This position files employee records; tracks, addresses or forwards employee correspondence and requests; assists with recruiting and hiring processes; sends weekly articles and information to BUZZ employee newsletter; assists with onboarding new employees; maintains employee files; prepares training materials; greets employees, answers basic HR questions and works to find solutions; and sends memos or correspondences to employees and applicants. Works with Human Resources Manager and Human Resources Assistant to ensure compliance to Federal and State labor laws.
