Bi-County Community Action Programs, Inc. (BI-CAP) is seeking an Office and Program Support Specialist in Walker, MN.
The Office and Program Support Specialist performs administrative/clerical/office activities to assist agency management in administering programs and services offered to the community. Incumbents interact with the general public by providing information and assistance as it relates to the department’s activities/services, rules and regulations.
Duties include greeting visitors to the office, answering telephones, providing needed information or directing for follow up; interviewing clients to assess needs and re-directing them to internal staff as necessary; informing clients of available resources or referring to appropriate agency staff; assisting clients with obtaining services from appropriate agencies; and making appointments for clients to obtain follow up services.
The incumbent will handle incoming and outgoing mail by picking up, sorting and distributing mail; preparing and reporting postage; maintaining office supplies and arranging for replenishment; and tracking phone calls and walk-ins using computer software.
Successful candidate will have experience in Microsoft products including Word and Excel.
Requirements: Minimum job requirements include 1 year of formal training beyond high school, or equivalent, and 1 to 2 years of related work experience; or a High School Diploma or GED and three years of related experience in a job involving office related skills.

Office and Program Support Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Weatherization Administrative Assistant for Bemidji, MN.
The Weatherization Administrative Assistant assists in all day-to-day operational activities that include a variety of clerical, computer, and selected direct client/contractor activities to ensure smooth program service delivery. The job includes administrative duties for the BI-CAP Weatherization programs.
Duties include providing information to clients/contractors/vendors about Weatherization, and other BI-CAP programs and making referrals; educating clients about energy conservation safety and home maintenance; assisting clients in completing program applications; processing requests and preparing files; contacting clients and scheduling audits and inspections.
Clerical activities include telephone support, typing, word processing, copying, filing, mailing, and faxing.
Incumbent will prepare purchase orders; receive and log all bills and invoices; complete data entry using program-specific computer software; and maintain spreadsheets, among other duties.
Requirements: The position requires 1 year of formal training beyond high school or equivalent, and 1 to 2 years of related work experience. Familiarity with housing activities, computer knowledge, record keeping and/or client intake. Proficient knowledge of Microsoft Office Suite: Word, Excel, PowerPoint and Outlook.

Weatherization Admin Asst. Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Classroom Coordinator serving Cass County, in Backus, MN.
The Primary role of the Classroom Coordinator is direct supervision, coordination and support of classroom staff to further children’s development toward their school readiness goals. The Classroom Coordinator will monitor and provide assistance to teachers in the implementation and adaptation of curricula for the group and individual needs of children in each Head Start Classroom.
Requirements: Baccalaureate or Advanced Degree in Early Childhood Education or a Baccalaureate or Advanced Degree and equivalent coursework in Early Childhood Education with Early Education teaching experience. Prior supervisory experience is preferred.

The job requires a High School Diploma or GED, and skills in reading, communication, math and problem solving. The Human Resources Director provides strategic leadership and oversight of the Human Resources department, ensuring efficient employment systems administration and professional support services to BI-CAP’s programs, employees and supervisors.
Will contribute to the BI-CAP mission, vision and values through the following activities and responsibilities: The HR Director ensures compliance of employment laws and regulations, and effectively addresses performance management, recruiting and hiring, compensation and benefits, training, record keeping and legal compliance and employment issues as needed.
Demanding position requiring successful oversight and management of multiple demands and deadlines, making sound decisions that can have significant consequences affecting program operations, legal liability, and approximately 120 BI-CAP employees.
The HR Director identifies, researches, and provides leadership in the preparation and recommendation of employee policies for the organization.
Requirements: Minimum job requirements are a four-year degree in Human Resources Management, or equivalent, with 2+ years of experience. Requires a valid driver’s license.
