HEAD START FAMILY SUPPORT ADVOCATE: for BI-CAP in Cass County – Walker and Pine River/Backus. This position coordinates and provides direct support services to Head Start families through case management, home visits, family needs assessment, family goals, resource and referrals, establishing and maintaining community partnerships, and doing recruitment/enrollment.
REQUIREMENTS: This position requires one of the following: 1) Family Service Credential Certificate and two years of related experience; or 2) an associate degree in human services; or preferably 3) a 4 year degree in human services. Responsible for assisting in the operation of the Head Start center with the goal of promoting and enhancing the school readiness of Head Start children in conformance with Head Start Regulations.
REQUIREMENTS: Incumbent must be at least 18 years old. The job requires reading, communication, math and problem solving skills equivalent to High School Diploma or GED.  Must have a strong commitment to BI-CAP’s values of collaboration, innovation and compassion as well as a respect for diversity. Applicants must meet DHS & MN Rule 3 licensing requirements.

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Fiscal Director for its office location in Bemidji, MN.
FISCAL DIRECTOR:
The Fiscal Director serves as the Chief Financial Officer for BI-CAP, providing financial planning and advice on accounting practices to the Executive Director and/or the Board of Directors.  The Fiscal Director is responsible for the establishment, implementation and efficient operation of all accounting and financial systems for an approximate $7 million non-profit agency: Head Start, YouthBuild, Energy Assistance, Supportive Housing and Weatherization.  Responsible for advanced troubleshooting and analysis, establishing functional policies and making tactical decisions within overall strategic direction. Directly supervises Fiscal staff.
REQUIREMENTS: A Bachelor of Science Degree in Accounting is required and a CPA qualification is preferred.  Education and work experience should have provided extensive knowledge of fund accounting, cost allocation, indirect cost rate, contracting for services, and reporting for multiple programs being operated under diverse and complex rules and regulations.  Proven supervisory experience (minimum of 3-5 years) working with staff involved in diverse and varied areas of accounting is necessary. Fiscal Director Job Description

Bi-County Community Action Programs, Inc. (BI-CAP) is seeking a Program Accountant for its Agency location in Bemidji, MN.
PROGRAM ACCOUNTANT: This position completes Fiscal department’s support functions such as providing services and information to Agency programs, funding sources, and auditors. Assists in meeting with Program Managers and other staff regularly regarding budget development, monitoring and administration. Assists in preparing new chart of accounts for grants/contracts as needed. Assists in calculating and submitting cash requests for grants. Assists in overseeing procedures for the proper timing of expenditures, and assists in and/or completes various General Ledger/journal entry processes. Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
REQUIREMENTS: Two-year accounting degree required; four-year accounting degree preferred. Two or more years of related work experience, or equivalent.  Experience with grant reporting preferred. Must have a strong commitment to BI-CAP’s values of collaboration, innovation and compassion as well as a respect for diversity. Applicants must pass background check.
Part-time, 29 hrs./week. $20/hr. DOQ.
